Watch a small child with a new pair of laces and you will see the first stage happening in real time. They are just perceiving. The movements their parent is making are being taken in, but the body has not yet begun to imitate them. Some days later, they enter the second stage, which is set, a readiness to attempt the thing, even though the attempt will be hopeless. Then they try a guided response, copying a move or two with somebody talking them through it. Then, much later, they can do it, slowly, without help, in a mechanical sort of way. Later still, the whole thing becomes a complex overt response, smooth and reliable. Later than that, they can adapt, tying a bow slightly differently when the lace is too short. And finally, somewhere much further down the line, they can originate their own versions, tie it one-handed, teach somebody else. Seven stages. The shoelace takes years.
A researcher named Elizabeth Simpson worked out this progression in 1972 as a psychomotor parallel to Bloom's taxonomy, which describes cognitive learning. The parallel matters because the stages do not map neatly. You can master the cognitive understanding of how to drive a car long before your body has learned to do it, and no amount of explanation will collapse that gap. A training programme that teaches physical or technical skills as if they were mostly cognitive, a manual, a quiz, a sign-off, will produce people who sound competent and are not. Real skill acquisition at the physical level requires a completely different shape of learning, with its own timescales and its own stages of practice.
